There is no Vehicle Code section; the cop's duties are to enforce the laws.
It does not matter if the cop is on the street or on the sidewalk; if you go before the judge, and the cop testifies you were going 75 mph in a 45 mph zone, I do not believe the judge will allow you an affirmative defense of the cop being parked illegally.

There is no rule or law where he can or can't sit, as long as he can get a valid reading of the radar unit.
Please understand that your illegal activity of speeding is no less wrong with him on a horse, a motorcycle or parked in the walmart parking lot with a radar gun.

Yes, he can. The sidewalk is considered city property. So, the Officer, an employee of the city, has every right to be there.

he can, but not on his bike. he could park it between cars and stand anywhere he wants.
