Chill out. The country is for people who want a little freedom from rules and neighbors.
I have a fondness for my own flower beds but I let the squirrel have their fill.
If you want to keep you garden safe then put up some chicken wire around them, that's what it's for.
Really, there's enough battling going on everywhere, you really have to loosen up.
If you are thinking about callling the authorities and having some of his chickens taken away, they are his pets by the way, to be put down, then you should be ashamed of yourself. His chickens mean as much to him as your horses do to you. How many horses do you own?
Why don't you invest in a bag of chicken feed and try getting along with the little devils, make a few friends girl, cause you sound like you are someone who has made their share of enemies already.
Get a grip.

It sounds more like you need to find out the laws on keeping animals restricted to ones own property more than you need to the quantity allowed. Either way, the zoning board can tell you.

Go to your city hall or town office. They can tell you. If it is more than the limit in the town, turn him in right then and there!! You dont have to put up with that garbage.
They are free range, some places don't allow that either, so if he isn't over the limit, see if they allow free range chickens or not. (This is due to the bird flu.)

They sound like free range chickens to me. If they are in your yard and your flower bed, my next logical question would be this:
Do you want barbeque or extra crispy?
Free range chickens are good eats.
