It would help if you could post the rest of the poem; poetry analysis often needs the context of the rest of the poem.

The author is using the poetic device of personification. He or she is trying to imbue the earth and the sea with personality traits for a metaphorical effect. That line really paints a picture in the reader's mind of the earth's unmoving solidity and the sea's constant movement. To what effect, I do not know...again, because of the lack of context.
