Never, because new potable water falls out of the sky frequently. The stories you may have heard have more to do with the increasing population using more water than rains down every year. Any projection would be bogus, because it would depend on knowing how big the population was going to get and how much water each person used. As water gets low, people will conserve, and the projections you have heard assume that they won't.
