My guess would be mange and Rabies, get him to a vet ASAP. watch for agressiveness, and he may also start to act, i guess, drunk or standoffish. Those are signs of Rabies. you also watch for seizures. My Boston Terrier has Seizures and this brings up phlegm which looks like she's foaming at the mouth.

Please get him to a vet! I'm not a doctor, but have raised several Labs. They are very easy to get skin conditions such as mange and fungus, ear mites and the foaming of the mouth?!!!! Doesn't sound good! He's definetely a sick boy! Please let me know how he is, I'll be worrying and praying for him! How old is he; what's his name? Good luck and let me know!

Your Lab could have mange, an illness or any one of numerous things wrong with him. Take him to the vet NOW !!!!!!
