Just because he gave her chocolates doesn't mean he owns her. If she was swayed into liking him by candy, then she's too shallow and you should find a different girl...one worth more than chocolate...

It depends. If she likes him back, don't get involved. Don't ever let a girl come between you guys. That would suck. If she doesn't like either of you, then maybe you both can commiserate and admire from afar. If she likes you, tell your friend not to take it personally, and go for it.
Basically, only tell your friend that you like her if she doesn't like him. You wouldn't want to make it hard for him to know he has competition.

Give her chocolate too.
If she doesn't like him, then gently make your move, but wait a respectable few days to avoid hurting any feelings.
If she does like him? Take it like a man and be nice to both of them. They'll probably break up eventually, and you can wait a few weeks and then, again, gently make your move.

Have you liked her longer than him? If so, he should not be going for the same girl. Also, don't let him get in the way. My boyfriend had 2 friends who liked me, but he still asked me out (thank god!). Just go for it.
