Well it could be because when he races he doesn't finish that well. It seems to be the top guy they check. If you notice the drivers that are hardly in the top 10 are never caught cause they don't make a threat.

Every car is inspected throughly at each race. I believe if I remember:
Before the first prectice
Before and after qualifying
Before and after final practice (happy hour)
And
Before and after the race.
When a drive speaks about cheating you have to consider some factors, a was it against the rules or b was it simply not specifically detailed in the rules. Also whether the cheating was obvious or subtle.
I'm sorry you will miss the race this years promises to be a good one, but you must understand that teams do cheat, some get caught, some do not. If you think this years Daytona 500 has been bad on cheats, you should back over the years, every Daytona 500 has been bad on cheats. You should also consider inspections and penalties happen every single race.
As a side note, if you think these fines are heavy, they aren't nothing, no matter what the media claims are. In the second season of the sport three drivers lost hundreds(!) of points for simply driving in another series.
(As a Stewart fan I would like to say he is nowhere as aggressive as Yarborough, or a certain R.Gordon, nor as whiney as a certain Wallace brother.)

I thought it was richard petty who said that... maybe im wrong. To a crew chief, Nascar is all about finding that extra bit of speed. I'm sure that every single team has cheated atleast once. Oh and,I like stewart. He's not affraid to stick his fender out there. Hes not a pansy driver. If it weren't for drivers like Tony, the sport would be more boring then watching a blank TV screen.

As long as the racing goes on there will be teams lookin for the edge. Kyle Petty can not be critized for telling the truth. Gary Nelson who now works for NASCAR and has for many years was hired because at the time he was the 1 man who knew how to get around the rule book and they (NASCAR) couldn't catch him. Sure they can do a little here or a little there pushing the envelope but it doesn't get em to the front does it (MICHAEL WALTRIP) for example. I believe the good ones don't get caught

Kyle Petty has never been the same driver since the terrible accident that nearly broke his leg off. I believe he would say almost anything to get his name in the papers and on the sports news sites for his sponsors.
This is not a knock on KP, I really like the guy and his persona. He was never able to drive with the same aggressive nature he once brought to the track before his accident.

At one time or the other every team has cheated.
It is not new it is just new people doing it.
In he 70's country singer and part time driver Marty Robbins hada top 5 run first time in his career he was in the top 5.At post race inspection he told the inspector he had an illegal carbarator on his car.The inspector looked at him thanked him for admitting it,disallowed his finish,and told him that every SOB that run that day has illegal parts on their cars.
So nothing new but the people doing it.

everyone cheats it just that some get caught like mikey some do get caught and are allowed ot cheat after it is known that Jimmie and the ones who dont ever \y other driver in nascar

you can look at that question and answer it 2 ways. one, if they cheated so much, and still can't win a race, then you should just quit racing. or if you have cheated alot and not get caught, then you are either very good, or have a tech inspector in your back pocket. thats why nascar hires some of the sports biggest cheaters to become their inspectors.. thats the truth.
