Yes.. and it's hit and miss.. I get them on some, and can rate them on others.. very strange.

It's been driving me nuts. I've noticed that refreshing the page helps. But sometimes, after a refresh, I find that all of the ratings have been reset to 0.
Technology... you gotta love it.

Yes. Also when you do rate an answer they sometimes disappear later.

Yes yahoo is having a problem they will get it fixed sooner or later sorry you couldn't give me thumbs down just report me I think that still works.
I just tried a thumbs down on everyone and three of them didn't work.

Yes, I just got that a few minutes ago. I logged out and logged back in and it worked fine again.
