I want to create my own custom lighting in my vehicle. Mostly I want strobe lights because I am a DOT employee and frequently work on the side of the roadway or assist straded motorists. I would like to use low power, high output LED to create the strobing effect. Where can I get/purchase these at the lowest possible cost and best possible value?

Has just as much to do with the reflector and lens as the LED and what it is surrounded by. Get me the most expensive LED you find, and I'll reflect from foil and transmit through lexan - it will be junk.

Why re-invent the wheel. Google FEDERAL SIGNAL DEVICE. They provide the majority of lights for your units.

Defenitely at Radio Shack. When you connect up an LED, you will have to use a high resistance resistor in series with each LED. The LED's at RadioShack are rated in Mini Lumens and they have one size wise about 3/8 inch in diameter. Very inexpensive things too.

First most LEDS operate from 3-5 VDC. To run these on 12 VDC you ether need inline resistors or a step down transformer. I would recomend buying premade led banks from like sirennet.com or galls.com if you don't understand logic circuits.
