You may have scanned it as a picture (jpg, tiff, bmp) in which case, you would not be able to edit it in a text program.

For a detailed answer, please provide a more detailed question. For instance, what is the file type you are working with.

your scanner needs to have OCR software so the scan will be converted into RTF rich text format this format is a little difficult to edit although the manufacturer may disagree ....anyway after you do this you will get save in ms word then edit sometimes it will come up in large boxes and you will have to carefully edit each section
note: sometimes the software can't translate the whole document as it is originally some things will be moved around.
note: not all software (OCR) works exactly the same

note:if you dont have OCR or Text bridge software you'll have to edit the doc in a paint type program and do alot of cut copy and paste

You have to use OCR mode when you scan. (Optical- Character-Recognition). By using this method it saves the result in text mode and allows you to open the resulting file in a word prosessor program. If you don't have MS Word you can use Wordpad. You may know this but I'll tell you anyway-- click START button - PROGRAMS - ACCESSORIES - NOTEPAD. Depending on how well your scanner does its job you will have to go thru and fix any text errors. Read the scanner manual if you have it on how to use OCR software. You might have an icon on the desktop named Scanner Toolbox if you are lucky.
