The short answer is yes. We judge others by the way they speak.
And it is not just non-native speakers that are judged.
Like it or not, it is a factor.
Next to our appearance, the use of the English language sets a person's status. The listener will decide quickly if the speaker is worth listening to or not...
Good grammar, a wide, appropriate vocabulary, facility with the language are all parts of the impression. Accent can be a issue with some people, if they harbour a prejudice.

Of course they do. Whoever coined the phrase, "You only have one chance to make a first impression," was right on target.

When you're an unknown, how you phrase something is just as important as the content. Sometime people will draw conclusions on your intelligence, other times they may just shut you off and treat your opinion as unimportant.

Hello. In my experience some people do make fun of people who speak a different language. Like if someone who naturally speaks Spanish, German, or even french makes a mistake then someone might make fun of it.
