Not unless you want to be eating chocolate soup. *Giggles* :-) In all seriousness, it is always a good idea to use milk in Jello Pudding recipes,because water would make the pudding taste very runny and nasty. You could always buy powdered milk and make it according to the directions on the box and then once it is mixed properly,then you could add it to your powdered Jello Chocolate Pudding,and mix in the milk with either a whisk or an electric mixer on a low setting. It will produce a pudding that won't be very creamy, you could save money by using nonfat dry milk with the water.....

You probably could, but it wouldn't have that rich creamy taste. You could use powdered milk to get some creamy taste. It's cheap and lasts forever in the pantry!
