It means that if you look carefully there are pleanty of riches waiting to be uncovered much as one uncovers a peral fromn an oyster and a bigger pearl if that grain of sand has been covered by mother of pearl for a longer period of time. The expression is used in conjunction with encouraging people to take an intitative in life and be resoiurceful with their talents.
