It ISN'T!!! HIV is a virus, but it mutates in EVERY single person that in infects, so essentially if you had HIV and everyone else on the planet did, we would all have different versions of HIV. Since vaccines involve getting the body ready to fight an infection by showing the immune system what it needs to fight ahead of time, it won't work for HIV. It mutates so much that the vaccine for one form would only work for ONE person on the planet. They already have a vaccine against cervical cancer, and have several more on the way, so it is easier to develop a cancer vaccine, not an HIV vaccine.

We KNOW what HIV does--we know how it affects the body. We know how a person gets it. However, like any other virus, a cure seems to be impossible. While weaknesses are being discovered every day, ways to exploit the weakness and wipe out the virus are still in the far future.
Cancer isn't so cut and dry. Some cancers are still a mystery, and they eat affect a different area of the body. Breast cancer is not the same as prostate cancer, and they need to be treated differently.
Also we KNOW that we can rid the body of cancer through chemo, radiation, surgery, and other agressive techniques. AIDS vaccines only work to help with SYMPTOMS Of AIDS, not the actual disease.

HIV is caused by a virus (that is spread by a conscious action), while cancer is usually a result of an activated gene, whether the gene is activated by foods, germs or lifestyle.
