It's lazy or "chopped" Spanish, and means, "¿Còmo estamos?" meaning, "How are we?" (Much like English when people say, "Howya doin'?")

Other examples are:
¿Què 'tas haciendo? = What are you doing?
¿Pa' què hiciste eso? = Why did you do that?
etc.
