Try the hotel chain "Best Western". Great value, i use them all the time when in Paris. Try this one;

OK - so it seems that budget is your main focus, so you probably need a tool that let's you see the pricing options around Paris.
This site let's you sort by price , location and star rating. $5000 should get you a long way on your Paris accommodation budget.
