I've run into a lot of guys that are interested in me - and I always discourage them because of my "condition". But sometimes I wonder - could it be that someone would like me enough to give it a try? So I've been thinking about interacting more but telling before things progress to far. When, how?

before you get all intimate, meaning even the mere kiss, you need to tell them.
it is worse if you get all physical and he dscovers it on his own.
there are stories of guys reacting badly and violently.

avoid that, and be truthful from the start.
keep it simple:
I like you, I have been keeping myself at a distance from you because I want to be truthful to you. I want us to be non-platonic and I respect you as a person and a friend. I was born a guy.

some may take it worng and leave, some may not, but being platonic up until the revelation is less deceiving and hurtful.

I've often wondered the same thing. Try going to a bar where people of a like mind hang out. That is always a good way to break the ice. Do you know of any in Baltimore?

I don't know but you sure as hell better tell him. Have respect for him and his decision to be ( or not) with you. You won't know the end result until you do. Ask other transgendered women what they did Honeychild...
