You can use paint however it will only crop your picture and a lot of the image will be lost.

If all else fails and you dont want to buy a photo program you can go to www.photobucket.com and create a free account upload your photos to it and it has a very simple and easy way to resize your photos. Then simply right click the photo on the photobucket site and save to your computer. Its easy and it will work.

there should be a Image Resizer there for XP. Or use Paint to re-size it. Open the pic in Paint, then, Image>Stretch/Skew and then set it to 80% for horizontal and vertical or another percentage. just make sure BOTH horizntal and vertical %'s are the same.

you can adjust some settings in your program that opens the pictures, lower the resolution, make it black and white and other stuff to damage the quality also making the file size smaller, save that version of the picture of course, flickr.com has a free space where you can upload 3-4 a day and when you take them back off you can choose among a variety of file sizes from thumbnail to large. maybe is a way to do that without going through flickr.com but idk.

ohhkay im pretty much lazy and i dont want to take the time to download any picture risizer thingy. so this is what i do. i go to paint. you know the thing where you paint pictures and stuff.. then you go to file and down to open. you click the pic u want and then click ok. than when its in paint, you go back to file, and save. that always works for me:]
