what would be your plans for a world wide defense net?

For example..in Halo (video games, and books) how Earth has colonies and orbitary defense guns and a united nations space command (UNSC) with ships equipped with slipstream drives.
How would you plan to create such a network in the near future?

I am using halo as an example I

I just gave an idea through halo
we could put space stations with
military bases
and colonize the moon and have an orbital gun on it as well.
