I highly recommend PDF Creator. It is a free open source software solution and has worked well for me in the past (had to produce newsletters for an organization I was involved with). PDF Creator will setup to appear like a printer on your system and the result will be a PDF document. I haven't run into any formatting issues but my documents were never extremely complicated. Worth trying before buying any other solutions.

Oh, as a pseudo printer, this will allow PDF Creator to work with other applications as well.

I use a software named Adobe Acrobat Elements but I'm not sure it's free..
