i'm not sure how old you are but this is an adult joke and so i hope i do not offend anyone by telling you the explanation.
bill and ben (once popular childerens television characters) have often been on the end of many 'sexually ilicit' jokes
this joke makes use of when bill and ben would say 'flob-a-dob-a-lob' and other nonsense to make childeren laugh, however when it is used here is it used to simulate the sound as if ben was engaging in sexual activities with bill.
when ben says his line it is used as if he is gargling some thing that has come from bill (i cannot say things too ilicit because some people may find it offensive)
when bill replies this is again as if they are engaged in a sexual activity which cannot be named.
please IM me if you need me to explain it simpler because i cannot go into simpler terms here as it may be found offensive.
