My twin sister & her husband used to neglect her & not feed her, & neither would they change her diaper. They never let me change the baby's diaper. As a result, she used to be shitty from head to toe. She's now 3 & poor baby's gotta suffer. Is that the possible reason why she's this way?

poor baby...i don't think the reason for her retardation is the thing she ate...if her parents were able to neglect her since she was born then there is a great possibility that she has been neglected way earlier...as in when she was still inside her mother...if her mom was not eating right and living an unhealthy lifestyle when she was pregnant (for example, drinking and smoking), those are possible causes...there are in fact a lot of causes, the best way to make sure is to see a pediatrician...and have someone with a good heart to take care of her...sure wish i can adopt the poor child...
