how to make a bartender fall for you?

I know the guy who bartends at a local bar, i know he is attracted to me and he has told his friends he likes me, but he has a girlfriend. so I keep my distance although that does not stop me from going there once in a while. He always seems happy to see me when I enter the bar, I never go more than casual flirting, and i leave. He usually does not charge me for drinks. The fact he has a girlfriend makes him seem untrustworthy, but he never makes any moves either, is it wrong for me to hope one day they breakup so I can go for him? Is there anymore that I can do without being sleezy to make him 'long' for me?
