Anatomically speaking not everyone does have one.
It's like ear lobes - some have 'em, some don't.
Or even that bony bit which rises from the ankle. Some women have these really slender bony ankles and some have podgy ankles - ever noticed?

It was called the "Snot Gulley" when we were kids cos there was a gross kid called Gareth (shudder at the mere thought) who always used his to get his snot running into his mouth!!! Eek
