Technically, no. The terms "first, second, third", etc. are ordinal numbers. That means they indicate a sequence or order, and only one thing can occupy each space in the order. You may have the ability to speak more than one language, but it would be more accurate to state that you are a native speaker of "X", and are additionally fluent in "Y" and "Z".

Neither are my native language.
Notice I said second not foreign.
