I think that if you REALLY like him then it won't hurt to ask him out. If your to shy then have a friend do it for you or you can write him a note. If he likes you have to wait until he's ready to ask you out. I don't think theres anyway to make him ask you out faster and i dont making him jealous is the best way to go. He'll think you don't like him and never ask.
