it really depends, on a lot of things. If he has moved in with a girl before and it didn't work out he might be having flashbacks. Another thing is your reasoning for moving in. I would talk to him about it and see where he stands and what his reasons for not living together are he may have sincere reasons.

It just means he is uncertain if this is what he wants. Maybe he fears that things will change by moving in with you. I discourage moving in with your boyfriend, it's not the joyride you think it will be. Trust me, I know. You'll most likely be cleaning up after him and learning about all his bad habits. It really isn't a good idea.
