The "slime" is the soluble fiber of the grain. The fiber is exposed when the oats are rolled and softens when you add hot water.

Steel cut oats are not as "slimey." (e.g. McCann's)

because you wait too long to eat it. The grains break down the longer you let it sit, I like to eat mine just after the hot water makes the oats plump.
