When the telephones converted to buttons from dials, the phone company didn't want people confusing them with adding machines (which later became calculators). Also, the dials used to have the holes for 1-2-3 at the top of the dial and 7-8-9-0 at the bottom, so the buttons were placed in the same relative position since that's where everyone was used to seeing them.
