These folks are called inconsiderate. I have a truck F-250 with real bright fog lights and if I am in a pissy mood I'll kick 'em on if a bozo blinds me. Very inconsiderate of other drivers. I have actually counted the number of cars with fogs on and off and I measure always about 25% of the drivers drive with them on.
A lot of cities have restrictions but when do the understaffed police have time to deal with a basically non violent problem.
And you see Jo has no problems with it because most of the people she is blinding are more considerate that that blond!
Kyle just thinks it's cool and doesn't think that 4 lights brighter that 2 read the owners manual it suggests NOT using them in town....

If you were on a public road then the Highway Code applies which states that you must use rear fog lights and dipped headlights when moving. Because you were in camp at the time then the CO's rules apply. If he permits unlit vehicles to be used in fog then there's nothing you can do. Find a sympathetic defending officer and see what he says. I wouldn't be too hopeful though.

If the viability is less than 100metres you must use dipped headlights and a rear fog light. Front fog lights are not required to be fitted and even when they are they do not have to be used, It is illegal to use any fog lights at all if the visability is more than 100 metres. It is downright dangerous to use foglights at nght in the rain. I reckon you have a good case. This is a UK and Ireland question

24602 specifically deals with rear mounted fog lights and states they can only be used when, only when atmospheric conditions, such as fog, rain, snow, smoke, or dust, reduce the daytime or nighttime visibility of other vehicles to less than 500 feet."
Keep in mind, there is a difference between auxiliary lights/lamps & fog lights. Hope this helps.

There is no law prohibiting the use of fog lamps; however, what you're probably looking at is "Driving lamps". Fog lamps are usually yellow, while driving lamps are white. Hope this helped. By the way, in order to avoid being blinded, look quickly to the side of the road, away from the oncoming vehicle if you're that light-sensitive.

fog lights arent usually blinding. theyre focused even lower than normal lights. The blinding ones are Brights. Some people do put aftermatker lights in the position of fog lights that are horribly annoying and bright. Same thing with people that get fake HID lamps in their normal lights.
and its illegal in some places to drive with your brights on but its inconsiderate everywhere.

Actually mate, I did hear of that once.
I did find that the State of California has regulations on the matter as follows:
A vehicle may be equipped with not more than two fog lamps mounted on the front which may be lighted, in addition to the required front lamps, only when atmospheric conditions, such as fog, rain, snow, smoke, or dust, reduce the daytime or nighttime visibility of other vehicles to less than 500 feet.
When two lamps are installed, one shall be mounted at the left side and one at the right side at the same level and as close as practical to the sides. When one lamp is installed, it shall be mounted as close as practical to the left side or on the center of the vehicle

I think you were/are mistaking fog lamps for high beams. And yes, to answer your question over 9 years later, it IS very much illegal if you are driving with high beams with the exception of course there is NO oncoming traffic or other otherwise.
