You probably aren't booting from the CD. It is looking for an operating system on the hard drive and there isn't one. You have to go into SETUP and change to boot order so that it tries to boot from the CD first.

To get into SETUP you will be prompted, when the machine boots, to press F1, or DEL or F10 or something like that to enter SETUP. Press the key it wants and go to the BOOT tab. Make the CD the first boot device.

A. Your XP disk is bad/unreadable.
B. Your dvd/cdrom drive is bad.
C. You may have to press a key during the "Press any key to boot from CD" message.

It sounds like your system is bypassing the CD boot and attempting to boot from the HD, which has no OS.
