The older you are, the less the age diff makes. If you're 55, and he's 64, who cares? If you're 16 and he's 25, NO, NO, NO!
Assuming you are at least in your 20s, try hanging out or maybe double-dating, but no funny business for a while.
If after a few harmless social occasions you find you've really developed the hots for him, then you'd better make a careful decision. How valuable is your friendship with his sister? Will it survive if you and her bro do not last as an item?
You might even go so far as to ask your friend if it wont' freak her out that you might be doing it with her brother, and how she would feel about you if you later were to break up with him.

well if your over the age of umm 22 or so dont let teh age thing trip you up he'll probaly be alot more mature than the guys you been going out with and theres alot to be about that the only thing i would worry about is if you guys broke up would it screw up your freindship with his sister? how good of freinds are you talk to her first and say look if this doesnt work out can we still be freinds in the awkward times after i break up with your bro? i.e. bbq's family outtings the other stuff you do with the sis when the bro might around i know it sounds wierd but its almost like dating your freinds bro and your freind yourself as they will talk about you openly and chances are likely if you break up she may side with her brother losing a freins and a lover in one go it's a 50/50 risk so chat to her and find out where you guys stand and let what appens with bro happen naturaly

Maybe a mistake you are making is limiting yourself to guys you own age. Could be your friend can see you need to step up your game when I comes to dating and her brother is introduction.
9 years is not a lot in my opinion as long as you have certain things in common. Only you know what those certain things are.
