In case you mean Goran Visnjic, here's the explanation given on tv.com:
Nickname: Šime (pronounced SHIH-meh). The nickname is a corruption of Simon, and was given to him by his best friend Goran Navojec while in drama school.

It could come from "Simeon"- a male name. It is used to accost caressingly somebody named Simeon. But I can say that only for my country which is Bulgaria. Croatia is not very far so it could be...I hope that may help a little!
