My friend who is english and her finance wish to get married in Texas where we live and need to know whether the marriage will be legal back in the UK..

I married a US citizen in Reno, Nevada. Imported her to the UK rather than the other way round although I could have got a K1 marriage visa and moved there. A visit to Croydon sorted out her "leave to remain permanently in the UK" status in her passport.

Yes, any marriage performed legally in one country is generally legal in any other country. There are no requirements that they be US citizens to get married in th US.

Of course it will be. If you are really not sure though, speak to a travel agent that specialises in Weddings abroad.
They will be able to tell you all the requirements for getting married in the USA and may even find you the perfect place to do it!

yes, however any foreign language marriage certificates will have to be translated and legalised by solicitors (at a cost) in the UK for pass ports, driving licences, mortgages etc etc

Providing they go through the correct channels I would imagine it would be. Surely easy enough to find out from respective countries, just ask regstry offices etc.

Tell them to have their paperwork done in the UK... As long as that's taken care of, then they can get married wherever they like!

of course it will. If your friend doesn't understand something as simple as this, they're not ready to be married. Or out of high school, for that matter.
