I am 23 years old and my dad and little brother are US citizens. Can I apply for US residency and how long it will take to receive a green card. In addition, on the process of the residency, is there any permit to work granted to the person who is applying in this case me>

Yes, you can apply for residency. Are you in the USA right now?
I do not exactly how long it will take. You are in the 1st preference ( If your dad files for you) but you will have to wait for a visa number to be available to you:
" People who want to become immigrants are classified into categories based on a preference system. The immediate relatives of U.S. citizens, which includes parents, spouses and unmarried children under the age of 21, do not have to wait for an immigrant visa number to become available once the visa petition filed for them is approved by USCIS.
First preference: Unmarried, adult sons and daughters of U.S. citizens. Adult means 21 years of age or older.
Second Preference: Spouses of lawful permanent residents, their unmarried children (under twenty-one), and the unmarried sons and daughters of lawful permanent residents.
Third Preference: Married sons and daughters of U.S. Citizens.
Fourth Preference: Brothers and sisters of adult U.S. Citizens."
As far as I know the visa number can take some years even though you are in the first preference, assuming that you are single, and over 21.
In the meantime you can get a work permit, I do not know at which point of the application process you can file for a work permit because first your relative has to file the I-130 then if approved ( long wait) you can file the other documents and then wait for the result.
"Once USCIS receives your visa petition (Form I-130, Petition for Alien Relative), it will be approved or denied. USCIS notifies the person who filed the visa petition of the petition was approved. USCIS will then send the approved visa petition to the Department of State's National Visa Center, where it will remain until an immigrant visa number is available. The Center will notify the foreign national when the visa petition is received and again when an immigrant visa number is available. You do not need to contact the National Visa Center, unless you change your address or there is a change in your personal situation, or that of your sponsor, that may affect eligibility for an immigrant visa, such as reaching age 21, marriage, divorce, or death of a spouse."

Your dad can petition to get a green card for you. How long it will take depends on what country you are from, but it will take at least a few years. Once you get the green card you can work.
Where are you living now. If you are a US permanent resident already, then after 5 years you can apply yourself for naturalization.

If one of your birth parents was born in the US and they have lived here for at least 5 years, then you are an American Citizen and you should obtain your American Citizen Certifricate from INS.

You can get a work visa or a Green card (not actually green) right now so you can legally start working. Then it is about a two year process ot make it permanent.
