Capsacin in peppers is the cause for heat. Liquids only mix with it and make more. This is why hot sauces have oil, vinegar and other liquid ingredients. Bread is best to absorb and neutralize. Most heat is in the pepper membranes, not the seeds or outer shell. remove the membranes to lower the heat.
