In a decimal world, yes. 6.66 is the same as 6:39:36 on the common clock. There would be no PM equivalent because that would really be 18:39:36.

Impossible to determine as there is no such thing as 6:66 PM OR AM.
There are 60 seconds in a minute and 60 minutes in an hour.
6:60 = 7:00
So any number of minutes or seconds greater than or equal to 6:60 does not exist in time.

No actually it is at 9:00AM, he posses my boss, goes by the name Stu and keeps at me till 5:00PM, I am usually pretty happy at 6:66, or 7:06, both AM and PM.
