When I filed my taxes last year, I winded up owing state taxes. This year when I filed I'll be getting a refund on my federal return but still owe state taxes from last year. Can the state take my refund from my federal taxes?

The 20% should be further to federal taxes paid. you also upload the entire volume she withdrew (both the 80% that she were given and the 20% that replaced into withheld for tax) to the quantity of her different earnings. you take advantage of the entire (minus her deductions) to calculate her tax. then you upload the 20% penalty to the her tax.
