She is probably wondering why did you give her a letter about such a personal matter, when you could have and should have said it to her in person?
And since you started talking to her with a letter, then shouldn't she also write a letter to you in response?
It's not that easy for people to approach each other and start a friendship. You've made it easier for yourself by writing her a letter instead of approaching her in person. And now you expect her to take the more difficult step of approaching you.
This is hardly a gentleman's way of treating a girl. The gentleman is supposed to do all the hard work and make it easy for the girl.

Yeah, just give it a little time. It was only yesterday that you gave it to her, afterall. If she's looking at you a lot, my guess is that she's mulling some stuff over. Give her the weekend, and then maybe bring up the card casually on Monday. Ask if she liked the card or the candy or something.

You wait and see. Worrying yourself won't get you anywhere and she'll probably be able to read your body language in an instant and see your worrying and feel awkward. Act cool and have some pride in yourself. Act as if she needs you, not you need her. If nothing happens in the next day, move on, buddy. Whether friend, fling, or love, it ain't worth the time trying to convince people. It's best for them to realize on their own.

Probably give it some time, that may just be what it takes. Keep in mind though that you might just think she was looking at you, maybe she was looking at something around you. Don't be disappointed ,don't get your hopes up too much but at the same time don't give up.

She either still likes you, and doesnt think your offer, is giving her all the attention she wants...or she is not interested, but doesnt want to hurt your feelings. Give her some time to think about it. Dont rush her.

It sounds to me like she is trying to decide what to do, so give her some space, but not too much.
Still say "hi" when you pass her in the hallways,etc.
She's probably scared.
