He will just be standing there, and and start twitching it really fast. Nothing happens before it or after. It isn't as though he is about to attack. Any ideas why?

He is acting like he is spraying. If he has been fixed, chances are he won't spray, BUT he will still participate in this behavior. It is a sign of (1) marking territority and (2) showing that he is excited.

My male cat does it ALL the time and he is fixed.

It is cute, isn't it :)

Cats spray to mark territory and could stick their tails up and twitch it instantly as they spray a short squirt of urine,they launch oils from glands that blend with the urine that way. also, some short jerks of the tail even as held severe also takes position even as a cat is in conflict attempting to go back to a decision on a plan of action. If that's violent shaking and swishing of the tail then pressure might want to be the reason.

Are you sure he isn't spraying? Most male cats that have not been neutered will spray to mark territory. When they do this, they usually twitch the tail as you described.

This is usually an emotion thing. He may be feeling playful, and wants to play. Sometimes he might just be saying hello. I agree that he might have been getting ready to spray, but if you haven't had problems with urine before, that probably isn't the case.

Sounds like he is spraying (or getting ready to). Check behind him for any 'moisture' or 'stickyness'.

He is marking his territory without spraying urine.

maybe he sees something out the window or tv.my cat does that when she sees a bird or another cat....cat thing i guess

mine does that it shows he's happy to see me (my cat doesn't spray)

maybe its butt is itching and it feels like theres flies and needs to chase them away.
