He was obiously coming on to you. If it was only a few seconds, it was likely "on impulse" and not an aggressive "groping". How did you feel when he touched your knees? Is it possible he was responding to an unspoken openness to it?
Is this the first time this has happened to you? A few seconds (literally 2 to 4 seconds) could just be a timid experiment.
It seems more imortant to know how you felt whe it happened. If it made you nervous, it doesn't matter what he why he did it, you need to be prepared to quickly discourage or prevent a similar move the next time. If you got tingles that you liked but were confused, then you are likely at the beginning of dealing with the world of sensuality. That is a much larger question.
