Sometimes, but not always. Cats also purr when they are in labor, and sometimes when they are sick/dying. I think it soothes them.

Yes this is true. With most cats, a way to be sure (and sometimes the side effects involve being cruel), scratch your cat behind the ears (or a loved scratching place) and hear him purr. To show that cats dont purr when there upset, poke him in the ribs...NOT TOO HARD. Listen close, and the purring will abrubtly stop.

They can also purr to calm themselves so it might mean it is scared or nervous too.
