Salt Dehydrates the plants by sucking out the water from them..Plants can't survive very well without water, Of Course There are some plants that can handle salt water but they have special way of dealing with it.
As for sugar water i think its because, plants make a sugar called cellulose that helps in their growth process, by adding sugar in the water you are giving it the sugar that it needs which would probably increase their effectiveness...
Im not too sure about the Sugar part but Salt section is Right...

Hi. Salt water draws moisture out by osmosis. Some plants are OK with this (seaweed, for instance and salt marsh grasses as well)

They die because of exosmosis. (loss of water)
The cytoplasm conc is less than the salt water. So the water moves out to higher conc region. so to make both concentrations equal. That is called exosomis
I dont know about the sugar water

salt dehydrates plants whereas sugar dissolves easier and hydrates for a longer period of time...kinda like Gatorade for a plant

Because young Kaitlyn, salt is a substance that is icky and vile. Where as sugar is a substance that is wonderful and succulant. One time I spilled salt on my athlete's foot and it made it worse. But then i spilled sugar on my other foot and my athlete's foot ceased to exist. I hope that I have helped you here and now on this fine day of February.
