This question is quite adorable, but only because my male friends tell each other their butts look good in their new jeans. Granted, I have an open group of friends, but I think the uncertainty resides more in the messenger of such a comment, than with the receiver.
I can’t imagine anyone (male or female) not responding confidently to a positive reference to his/her change in appearance. Perhaps, the best way to determine if such mention is acceptable for a particular individual, is to ask yourself how you would feel if the guy paid you a similar complement.
There is too much negativity/insecurity in the world...if you have something nice to say—then why not say it?

Although I'm female and may not have the insight you are looking for with this question, I feel that it is acceptable as long as you do it the right way. In my experience, guys who are close friends can pretty much say anything and not worry about the "gay" factor. You can always try to put the compliment in with a joke or something. Just use the right language and you should be all set. Besides, girls think its nice that you actually notice stuff like that so it will give you bonus points.

The weight question is OK as long as it suggests a better appearance, I don't believe it's nearly as acceptable to point out when one has gained weight, i.e. man, are you a disgusting fat body! The hair style thing, well you can't be too delicate with that question, or someone might question your intentions. You can be a little more subtle, by asking what's different about you, did you get a haircut?
You're right, there are questions girls can ask girls that guys can't ask guys!

Comments about personal appearance are always dangerous, whether they're positive or negative, or made to a man or a woman. I'd say nothing to a man, and nothing beyond "you look wonderful" to a woman.

I asked my husband this (and trust me, he can be squicked by the "gay" thing), and he says it's perfectly acceptable. Even something like "Bob! You finally shaved the beard!" or something like that.

Id find it acceptable - but I know what you mean.... Might be viewed as kinda "gay". But I wouldnt take offense to it. Most "manly men" might, but screw em!
