You have to talk to him about the argument and settle the problem. If you two can't communicate don't depend on romance and feelings to solve anything. If he wants to buy you roses then let him buy them for you. That's a sweet gesture, but you still need to talk about what happened in a mature manner. Make sure you use etiquette (like not cutting each other off) and such. Hope this helped.

I am really not understanding the situation. If he is asking you; if he should pick you up some roses? Then I wouldn't even give a response to that question. If he has to ask, then no he shouldn't get them. Now if you are saying he sent you a text, and you want to know should you get him some roses. Then it depends on whose at fault for the argument. If the argument is your fault, then yes. If not, then no.
