Am aware that sourdough is made from a fermented starter mixture. Is this the same base used for artisan bread?

artisan bread COULD be sourdough but
artisan refers to a type of breat that could be any kind but is made by hand at a local bakery. artisan means "fancy" bread made by a baker, not a big huge bakery. it is usually unusual flavors
asiago rosemary or garlic parmesan and unusual textures but could be any kind of bread.

Artisan bread CAN be sourdough bread, but the word "artisan" just refers to the fact that the bread is hand-crafted, not mass-produced.
