You know, before I came to the US, I was told that people here have a strong civic sense & they keep the place neat and clean without littering or spitting.

But when I came here, I found out that it was not so... I noticed a guy spitting right in front of where he was walking on the footpath & what made it worse is that he was a military guy living next door to us. Since then, I myself don't care much about the civic sense they folow in the US

Social laws are the most dificult things to enforce . the habis of he people are developed by their culture .thre are restrictions in this reagsard in the developped countries and some developing Asian countires whre the leaders are partiotic and disciplined and social minded . /We lack such leadres who would be able to enforce good social laws . Our leaders can not do it either because they lack he will , or fear of loosing the previleges that go with their officies or due to incapacity.
I would poin tout one single instancewhre the people in power have cclearly shown thier lack of will to enforce certain laws in favour of he public due to varoious reasons that can nt be really fully well disclosed .Because whistle blowers have no security in this country that is said to be ruled by people with the support of criminal angs.
the goernment recently hiked the fares of auto rickshaws , but gave time to the owners of autorickshaws to fix the meter .In the whole of India , Tamil nadu is he only state which has not been able to regulate he and control the coinduct of the auto rickshaw wallahs .All other states are able to controil and regulate them.here also it is not difficult to enforce the rules , if only the government has an intention to do so .For those who can purchase an autorickshw at acost of about Rs.one lake , it is not diffcult toinvest some few thousand rupees on the meter . if only the goernment had ordered that only such of those autorickshaws hat are fitted with the meter alone can charge the enhanced rate and hat the other shall be entitled to collect only a lesser rate , all the autos in the state would be fitted with mete over niight .why the goveernemtn has not done it ? There lies the secret .It would be very revealin if thegalha -like operation of the CNN ibn type investigation is done .
When the government is incapapble of enorceing a simple rule , would be possible for it to enforce tough social laws? the goernments in our country would never be able to enforce anylaw in favour of the society and the generalk public as long as we do not have honest and well intentioned leaders .the prospects are very dim. .In probability the next generation would be still worse .

hey buddy in which world do you live? there is a restriction. but no one tend to fear it. No hard punishment is given to culprits, then why should they be giving a damn. Those who make these rules, even they won't be following it. But I tell you I hate this the most. Even more than you. come on, not only the people who chew "paan" but even others tend to spit on the roads when they smell or see something awful(you know what I am talking about!!!) but come on that is not a valid reason. For something awful, you are making something awful( ie. for whatever awful they see or smell they are making roads look awful). how is that right? it is like you are not getting rid of something but you are adding something to it. But I don't follow it, because I want my country to be clean.

There are laws about spitting in public. Maybe where you live there aren't any. But it's really hard to catch and enforce such a thing, really. It must be a pretty slow day in law enforcement to have to keep up with the public spitters.

Yeah that's the next thing we need Bush to do, add a restriction for spitting.

Place a photo of God in the place where people spit, they will stop it. Stairways walls etc.
It is very unfortunate because the people who should punish the people who spit, themselves spit.
India has become a public Urinal and a public spitting place.!
It hurts me very much.

it depends where you are. there are such laws in places like beijing and shanghai. In western cultures it's generally considered a bad thing and most people don't so no need for a law. In some places it's ok to do, they don't have a sign cause it's socially acceptable, (even to spit in restaurants), they may restrict it in thier tourist areas though to please the rich americans.

Because there is not enough enforcement for the regular laws like to keep people going the speed limit. If there was more police and enforment then I think more laws like that would be restricted.

As long as the civic authorities are not able to provide enough spitoons in public places, restrictions are not justified.

Actually there is. If you check your municiple bylaws I believe you will find a no spitting bylaw. I can't believe this gross habit has made a come back! I see young kids spitting all the time. I think they think they look cool. They actually just look like low-lives.
