Click on Start, Settings, control Panel, Add/Remove Programs and when the list loads, click on Add/Remove Windows components on the left side of the screen. It takes a few minutes for that to load, but when it does, remove the check mark from Fax service. Click on OK, then close all the windows and restart the computer. The fax prompt should stop now.

If you mean the Native Windows Fax, then just change the Windows settings; Go to control panel, then Add/Remove and then to Add/remove Windows Components; Open that up, Uncheck the Fax Option, and ok that. Unless you have a Modem Setup with a new Telephone line ( which may over-ride this) it should stop the install if you actively stop the option.
But this all depends on the actual Fax option being "installed" by the system

It sounds like its the fax software starting up, do you have one of those scanner, printer, fax machine combinations? I know that mine used to always try to boot that up, even after I set it not to. If its a fax program, I wouild just go to the control program, under add/remove programs, and uninstall it? Or, if you're not using dial- up, make sure the phone cord is not plugged in. I'm not sure if thats the problem, but i hope that helps somehow..
