Go to the doctor!! NOW!!!! It got infected and you need antibiotics and ointment to clear that up!
Mine only took a month to heal after I got it pierced.

A naval piercing has to heal from the inside out, and depending on many things, can take several months. Mine took six months or more to heal completely and for the redness to go away. Here are some suggestions...
Get a circle with a bead rather than a dumbell. You can move it up and down easier, which keeps the crust from getting too bad. Just be careful the bead doesn't go all the way up or down and pull on the wound.
Stop cleaning it every day!! That actually can keep it from healing. Use an antibacterial soap and wash your belly just like the rest of your body when you're in the shower. The only difference is to make sure you rotate it and clean the crusties off the jewelry. Rinse it well, and when you get out of the shower, use an antibacterial ointment like Bacitracin or Neosporin. Pull the jewelry up, apply some ointment, pull it down, apply to the bottom, and then move the jewelry up and down until it's well lubed. You'll know if you've done it properly because the jewelry will slide easily and will feel better. That's the only maintenance there is. Once it's fully healed you won't need to use the ointment unless you're changing the jewelry. (As a lube to keep it from pulling on your innards...ouch!)
Keep it covered with a band aid or dressing if you wear jeans that rub it. This can also cause irritation.

It might be what you are cleaning it with, some peoples skin is just more sensitive then others... it took my friend like a year before it stopped oozing...
And some peoples body don't even accept the piercing and it starts pushing out of your skin and if its doing that you should take it out... but if you are cleaning it with an alcohol based cleaner like some sort of astringent it wont heal... cause its healing it as a wound and wont stop unless you take the piercing out.
I recommend you go to any store and buy some distilled water and mix it with salt... mix some hot water with the salt you can put it in a spray bottle and just make a new mix every couple days or apply it with a q-tip every morning and night... or you can go to certain tattoo and piercing shops and buy this sea salt water stuff in a can that works great, it heals it fast without drying it out

Are you a swimmer? Do you do a lot of sit-ups? Both could irritate the piercing a prolong the healing process.
Whatever you do, do not remove the piercing. Have a doctor or piercer look at it. If they decide it needs to come out, they will do it.

It's probably infected. Is it tender to the touch? You need to go to the doctor and get it looked at. In the meantime, wash it with antibacterial soap and clean it with Bactine, hydrogen peroxide or another antibacterial liquid. Don't use alcohol, it's too drying, and don't use an ointment, it won't get down into the infected part.

i have heard from a few people that it takes about a year to heal.
it must just depend on the person. or where you got it done.
Was it a clean place?
Was your needle new?
ask yourself these.

you may want to have it checked out. Are you using the solution they gave you to clean it? You can also put neosporin on it to try to make it heal faster.
