I can't imagine a vet using a local anesthetic for the procedure. It's pretty important that the cat not move during the operation and you couldn't risk having it squirming around. Cats are neutered when they are young enough so that anesthesia risk is minimal. Try to avoid the use of ketamine if you can as it's effects are long-lasting, can cause hallucinations etc. The gas is much safer and has no aftereffects.

I think they usually use general anesthesia, but that's really a question for your vet. They will know what's best for your cat.

This is a question for your vet, but I believe male cats require only local and femal general. Female cats require a more serious procedure.
